He was born on February 13, 1966, in Yeongdeok, North Gyeongsang Province.
He graduated from Busan National University High School and the Department of Political Science at Seoul National University.
He earned a master’s degree in public policy from the Graduate School of Public Administration at Seoul National University and completed an MBA program at Yale School of Management in the United States.
He entered public service through the 31st civil service examination and served at the Ministry of Strategy and Finance, where he held posts including Director General for Future Society Policy and Director General for Economic Policy, before leaving government service after serving as Vice Minister-level Assistant.
He later served as Chairman of the Gyeongsangnam-do Economic Innovation Promotion Committee, then joined the Financial Supervisory Service as Senior Deputy Governor and served as Acting Governor.
In 2025, he was appointed Chairman and CEO of NH NongHyup Financial Group.
He was the longest-serving Vice Minister-level Assistant since the launch of the Ministry of Strategy and Finance and played a key role in shaping the foundation of economic policy in the early years of the Moon Jae-in administration.
