He graduated from Chungbuk High School in Cheongju and Korea University with a degree in civil engineering. He completed the master’s program at the Graduate School of Public Administration at Seoul National University.

He entered public service after passing the 32nd Technical Civil Service Examination. He spent most of his government career at the Ministry of Land, Infrastructure and Transport. He served as head of the Logistics Facilities Information Division in the Transport and Logistics Office, head of the Real Estate Development Policy Division in the Land Policy Bureau, and head of the Logistics Policy Division.

He served as director general of the Construction Bureau of Gyeonggi Province when Lee Jae-myung was governor of Gyeonggi Province. He later worked as director general for policy planning in the Planning and Coordination Office of the Ministry of Land, Infrastructure and Transport, director general for eco-friendly climate coordination at the Presidential Commission on Carbon Neutrality and Green Growth, and director general for climate policy.

In 2025, he reunited with President Lee Jae-myung when he became presidential secretary for land and transportation at the Blue House, and in July 2026, he was appointed President of Korea Land and Housing Corporation (LH).
