He graduated from Cheongju High School in North Chungcheong Province and the Department of Political Science at Seoul National University. He earned a master’s degree in political science from the Graduate School of Seoul National University and received a Ph.D. from Rutgers University in the United States, where he specialized in Western political thought and modern political thought.

He was appointed as a professor in the Department of Political Science and International Relations at Seoul National University in 1995. He served as a visiting scholar and visiting professor at the Harvard-Yenching Institute at Harvard University and at Rutgers University.

He served as Editor-in-Chief of the Seoul National University Newspaper, Director of the University Archives, and Dean of the College of Social Sciences at Seoul National University, and was elected President in 2023.

He has drawn attention by declaring the creation of AI standards to be shared with regional national universities and by extending the retirement age for endowed professors from 65 to up to 75.

He served as President of the Korean Association for Political Thought.
