He was born on August 3, 1959, in Boseong, South Jeolla Province.

He graduated from Seoul Youngdong High School and Yonsei University with a degree in economics. He went on to complete the program at Seoul National University’s Graduate School of Public Administration and earned a master’s degree in economics from Oregon State University.

He entered public service through the 24th National Civil Service Examination. He served as Director General of the Financial Policy Bureau at the Ministry of Finance and Economy and worked as Senior Economic Secretary at the Blue House during the Lee Myung-bak administration.

He later served as First Vice Minister of the Ministry of Strategy and Finance and ended his public service career as Chief of Staff of the Prime Minister’s Office.

He served as Chairman of NH NongHyup Financial Group and as Chairman of the Financial Services Commission.

He worked as a specially appointed professor at Yonsei University Graduate School of Economics and as an advisor at the law firm Yulchon, and was appointed Chairman of Woori Financial Group in 2023.

In the final period of the Park Geun-hye administration, he was nominated as Prime Minister, but the nomination was nullified due to the president’s impeachment. During the Yoon Suk Yeol administration, he was offered the position of Deputy Prime Minister for Economic Affairs but declined.

He is known for his strong mediation skills and has earned the nickname “Zhuge Liang of the financial sector.”
